I don't think that is a fair comparison. I am sorry, it is MUCH easier to control a < 20lb dog than it is to control a teenager. PLUS you cannot spay/neuter a teenager to prevent accidental pregnancies. An accidental dog pregnancy is MUCH easier to avoid/prevent. Period.
