I personally like the option of outside AND inside. This way they are used to both so if it's bad weather they can go inside or if you are traveling they can go inside. Teddi has pads inside but I take her out in the morning and at nite (depending on the weather) but I wouldn't want her to only do one or the other. I like having the option of both.
