Electric stove here also, the way I boil eggs is;

1. Fill pan with water
2. Turn on medium heat and put eggs in pan
3. Once water reaches boiling point I let them boil for 10 minutes
4. After ten minutes I remove the pan from heat and run cold water on the eggs. Once I can handle the eggs I remove them from the cold water.

It works for me, I think again my buddy Rachael Ray taught me this (I consider Rachael and Paula Deen two my BFF's).
