I'm guessing so by what was said and I see no mention of invisible fence which is what an collar electric fence is no?
The second link posting is about a lost dog escaping from an invisible fence...but people were commenting on them prior I'm assuming the first link for this thread was referring to the traditional type of electric fence and hope the OP clarifies...
