So do I; but if the OPs story is true then it is a huge concern. There is no excuse for not contacting a person. If they thought it was or was not their dog, matters not. It is not right to ignore. Again, that is IF the story is true. We may never know for sure unless the OP takes it to the press and an attorney. That is what I would do. I would not be sitting on an online forum that has nothing to do with the rescue.
Sadly I have seen rescuers keep people's dogs. I have seen them say it publically....on yahoo forum and say the dog was in "bad shape". One here in TX finally had to give them up (there were two dogs) after the family hired an attorney and the judge threatened jail for the head of the rescue until she gave the dogs back. She gave them back.
