When someone contacts us by email saying we may have their dog, we do not remove the dog from the site and we immediately write back to them. We cannot make a determination about ownership without contacting the people!
Just because applications come in does not mean we HAVE to adopt the dog out while we are trying to figure out ownership. It really is not so difficult to investigate.
If the OP is giving us the full story, this rescue IS hiding this dog imho.
