They wouldn't be giving Deramaxx and Rimadyl. It would have to be one or the other really. Pain meds aren't exactly the safest thing in the world, but with a spay they should have it. If you trust the vet, then I'd go with their recommendation the pain drugs used. Rimadyl does have some concerning history (which you'll see if you Google it), but it is still generally considered safe. She should also come home with pain meds. There would be a question about the induction drug used. Low cost places are more likely to use something cheaper which wouldn't be as safe. Propofol is a very good one.
