There are 2-3 specific conditions that affect Yorkies and can begin as you described and are emergencies.
Did they check him for an inner ear infection?

Also, Did they specifically look at the junction of the spine and the skull?

Does he try to scratch his neck alot? Are his eyes functioning normally, look equal, etc., any head tilt going on, any circling?

When was he last vaccinated? Within a month or two? Did he get Rabies and DHPP or DHLPP at the same time?

How much does he weigh?

Any pain, avoidance of being touched or petted? Any yelping or crying out?
