I see very busy families like yours do a great job with their small dogs simply by taking the dog with them everywhere possible, and on days that school and work keeps them away from the dog for too long, they have pet sitters and pet walkers.
I don't think you were really ready for another commitment right now, but maybe some day when things settle down you will be.
