1) you can spay up to full term. It can be done; I wouldn't recommend and most vets won't do it. Not for fear for your dog but because many do not believe in aborting so close.
2) I am assuming she is between 6-12 old? I would actually recommend spaying her; but it also depends on her weight. If she is under 4lbs she is wayyy to small to have safe puppies. And she will not be standard it is safer to abort. Even if she is between 5-7 I would still recommend simply because they are not planned and puppies are expensive and very time consuming.
3) You will not be able to tell until at the very least 20-25 days at 20 days you can do an ultra sound. At 25 the vet can palpate and feel if she is retaining.
4) do not get mad at yourself, and do not give your family member the satisfaction and if you do choose to deliver puppies have the dog fixed before giving it to her. Dogs can technically be spayed at 6 weeks old but it is not recommended. I fear that if your were to give one to her she would breed for a byb sake.
I know you did not wish this to happen and I commend you for your efforts but now it's done. I recommend a spay asap; it is safer than delivery I recommend a second vet opinion many will spay when unplanned because of the animal population being so high.
