I have a cousin who was NOT interested in driving until she went away to college. She, for whatever reason, was not ready. No one in my family pushed her, and she was ready in her own time. She was 18 when she got her license, and she doesn't drive a ton, but she can at least get to where she needs to go now.
Maybe when his friends are getting their permits/licenses, he will be more motivated to drive. That sure motivated me!
