If you say he's a home-body, he could just not care about driving if he has no where to go. He could be lazy too; maybe he doesn't want to study or have the responsibilities.
Now me on the other hand, I was getting my permit the day I turned 15-1/2 & I got my license the day I turned 16. I couldn't wait!! And I passed both the first time.
