Default Diagnoised with Atlantoaxial Instability (Luxation) AAI

I have a 5 month old male baby that I love so much!! I took him to vet when he began walking very clumsy. Was referred to Nero Vet Specialist in Nashville, TN. There he was diagnoised with Atlantoaxial Instability (Luxation) or AAI and need surgery. The cost will be around $3000. I cannot afford this. I have applied to EVERY website online that offers assistance but have been turned down by everyone of them!! Some of you may remember me from my last little yorkie, Hootie. Hootie had a liver shunt, I did (was able to at the time) pay for his surgery, and then he died the next day. So, am still paying on THAT surgery, credit cards are maxed out and am laid off with my unemployment ending in 2 weeks. Does anyone have ANY suggestions on where I could take him for free surgery??? Am at a dead end on this and Piper is already very advanced, can't hardly walk, turn his head, getting up from sitting is extremely difficult and he usually falls over. My vet suggested putting him down since I have been down this road before but I just can't do it. Finished maxing out my credit card just GETTING the diagnosis!! (Almost $600 just for that!). Any help is greatly appreciated!!!
