It is hard to tell from that picture but it looks like they are trying to come up. It looks like they need to be shaved. How old is she? When puppies teeth the ears will go up and down. Sometimes the ears won't come up until the pups are 4 months old or older. You might want to ask the breeder to shave her ears.
