I would consider a grid system. Harley goes both in and out. mostly in though. There is a post in the training section called The Grid System, where I've posted a picture of Harley's system it uses newspapers as the absorbent. I've heard these are easier for the dog to be trained to do both than potty pads, cause once a dog is trained to potty pads they are used to the scent and some wont go outside.
