Winston will use both but I have to confine him to get him to poop inside now in the bad weather. I was keeping a little girl for a friend and she would NOT use the pad even to peep in the morning. I put her on it over and over and said,"Molly honey I know you have to potty, it's ok, use the pad." I finally just turned around but stayed with her and she used it. Guess she just wanted some privacy!! lol
