Both my dogs reverse sneeze sometimes when they get excited, but a cough sounds so much different than a reverse sneeze. I would try another vet
That is just my opinion, not all vets are right. Your puppy is young and it would concern me to have him on meds if he doesn't need them. maybe take a video of him doing it and posting it and haveing people her on YT give their opinion.
