Unfortunately there are bad pet owners out there. They move into a rental, figure they paid a deposit and it's not their home just a temporary living situation. They let their dogs and cats do whatever they want to a place and move out leaving behind a huge mess that the landlord now has to get cleaned which can take a while, and can go over the pet deposit ammount.
It punishes good pet owners, but it also protects the landlord. It sucks trying to find a place that allows them but we only have the crap pet owners to thank for it.
