Check out private rentals (i.e., people that individually own a house or condo and are renting it out). I rent out a condo in DC and while the company I pay to manage the property recommends not allowing pets, I have a flexible policy towards it (i.e., if someone comes to me and has a pet and appears to be a responsible pet owner, I will allow it). The individual owner has MUCH more flexibility than large apartment complexes.

That said, in the DC Metro area, we are having more and more rental options open up for people with pets, mainly because so many people have dogs here. There is always power in numbers!
