I believe it is made to fit exact. But keep in mind if you will be putting it OVER clothing you may want to go up a size. Lulu was in between a 10-11 so I ordered an 11. It's a smidge loose without clothing on, but with a sweater it's perfect. You can contact golly gear for help. I found their customer service great.
ETA: The one downfall to this harness is that the velcro sometimes catches Lulu's hair if I don't have a sweater or shirt on first. It doesn't hurt her, but it could cause breakage. Just thought I'd let you know.
