The only logical explanation I can come up with is that your vet is worried your girl will go into heat before it's time to remove the remaining baby teeth, but your concern seems very well-warranted to me! My vet has always advised to avoid general anesthesia whenever possible because of the risks (anesthesia is usually the riskiest part of surgery, for humans and dogs) and to lump procedures together whenever possible. I think your instincts are right and you should maybe get a second opinion.

Also, as recommended above, make sure pre-op blood work is done, just to make sure there are no issues.
