Never say never. It only takes an instant, a split second, to lose a pet you love very very much.

Even if you supervise your babies every second, nothing guarantees that an accident could not happen one day and they could not accidentally go running off. I'm not saying that the owners were awesome that remains to be seen, but don't judge until you know.
Nothing says this pup wasn't supervised and loved or that she was out on a rainy, crummy day. She may have gotten out when it was nice out because she could have been missing for longer than just that day or perhaps she piddles outside and got out on a potty break, who knows?
I know you care about her and that's why you might be passing judgment upon the original owners. You just feel bad for the poor little thing that you found matted and cold. That is totally understandable and really really honorable. I bet she's thrilled you brought her in and kudos to you for taking the responsibility on!
