I'm wondering if the coughing could be related to him trying to get you to do something, like give him more leash? One time I was cutting the hair on Joey's paw, and a few hairs fell in his face and he sneezed. Now, as soon as I lie him on his back he'll do the sneeze routine, I don't even have to cut the hair just have the scissors. I think it's his way of trying to make me stop. These little guys are so smart, and can learn something so fast, if it gets them something, you might want to think about that.

Couldn't tell from the picture, but I know Joey's buddy belt lies low enough down so I wouldn't think it would be that, but if he has worn a different type of collar in the past, and the coughing worked for him, he could use the coughing again to get what he wants.
