She has a very soft trachia and when she gets that excited, it doesn't matter if she's wearing a no choke, or step in harness, she isn't getting enough air into her lungs as she should. Maybe when she pulls, just stop till she quits. Try to keep her as calm as you can. I know that isn't easy when they are out walking.
