He is only 13 weeks old...potty training takes months with a pup its not going to happen over night or even in a few weeks.

You have to teach him...If you are going to potty train him to potty pads, you need to confine him in a small area like a bathroom or x pen and cover the floor in potty pads to where he has no choice but to use the pads and when he uses the pad praise praise praise him by lots of lovings or a treat...after about a week or so of doing that start taking 1 pad at a time out until you are down to just 1 pad on the floor.

And when you have him out for play time...don't take your eyes off of him, don't give him a chance to fail...and every 15 to 30 minutes take him back to his potty pads and give him a command like...go potty... and when he goes potty praise him and take him back out for some more play time as a reward. Do this after he eats as well.

Don't take your eyes off of him or give him full run of the house very important...if you need to go fold clothes or cook and can't watch him, put him back in his confined area.

I have a new baby boy too Harley, he is 16 weeks old and I'm in potty training as well but Harley is being potty trained for outside so I take him out every 2 hours and say "go potty" we been working together for 4 weeks and now when I say go potty he does his bussiness on command...and when I can't watch him in the house I put him in his play yard and set the timer on my stove for every 2 hours to remind me he has to potty and at night Harley stays in his play yard with 1 potty pad...its really working for us and he is doing really well no accidents at all yet but he is no where near potty trained for sure to have full run of the house yet....This is the play yard I use to confine Harley...I don't like crates I only use a crate for car travel...and I don't really have a small area in my house that I can confine him to without him being all alone and I don't want that I want him right in the middle of it all so I found this play yard online thur Ebay...Dogs / x pens...I love it....Good luck on the potty training...just remember to set them up for success...and that starts with you
