Default He peed in his water dish!!!!

I am trying desperately to housebreak Finnegan. He's 13 weeks old and goes on pee pads in the house. Well, actually he seems to go everywhere BUT the pee pad, but he's supposed to be using the pads.

He is a super smart dog, I can already tell, but he just can't seem to get the hang of going on the pad. He'll poo on it sometimes but will rarely pee on it unless I literally block him onto it for 10 or 15 minutes when I know he has to go (like when I take him out of the crate first thing in the morning).

Yesterday, I actually watched him take a drink of water, stand over his water dish, and pee in it!!! I said no, grabbed him and brought him to the pad. But aren't dogs supposed to know not to go where they eat? Then this morning, he peed on my foot. He isn't lifting his leg so I don't think he's marking, I think he's just peeing everywhere! I clean everything with nature's miracle, too. The only place he won't pee is his crate.

I never dealt with this with Lola, so I have no idea what to do. Any suggestions?
