Reward him with treats at another time and place when he is not crying. Move away from the treat drawer when you give them to him.
We make a game of it during this long, cold winter . . called 'find the treats'. I hide them all over and then they get to sniff them out.
They love it; and treats are not associated with one particular drawer or location.
