What a darling picture, I'll bet your daughter is soooo happy. I think your probably right about her being treated meanly. Joey's breeder recommended ignoring the accidents and praising the success, I know it's hard not to say no, but sometimes this can make them just want to hide their mistakes, or even worse eat them!
