Puppia harnesses are great, so the problem must be just that he is pulling/straining and exerting himself.
I would ditch the Pine Sol for sure. Watered down bleach is fine, but watch the fumes for your sake and Jack's. I gave up harsh floor cleansers and started using diluted white vinegar wherever the doggies roam.
Glad to hear that Jack does not sound like the CT dog.
