Aww, great picture of your daughter with Zoe.

I am so happy for you that she is coming out of her shell.
She may have been mistreated, or she is still fearful of displeasing her new wonderful family. My boy Teddy, who we brought home from his very sweet breeder at 8 months, was very sensitive the first couple of weeks. When we were switching him from outdoor potty to piddle pads, he would feel so bad when he had an accident -- and I didn't even say anything to him. Don't read too much into the cowering. Usually it isn't as dramatic as what it looks. Maybe lighten your tone and say, "uh, uh, uh" like "no, no, no" quickly.
