Yes.... They fit really really well.
I got the litter pan with the opening that is a bit wider, like on the side......and I get the 22" x 23" Clean Go Pet Puppy Pads from PPE Pet Supplies. I change the pad after every 2 - 3 tinkles and I flush any No. 2s....
Riley will also go outside...but I feel better knowing if he HAS to go, he can go. He has also been great, when I have taken him to my parents or a friends house. I show him where I put his pad.... and we haven't had any problems.... so far.
