Depends on the brand and what the purpose of the shoe is. It's been my experience that different brands have different sizes just like human clothes and shoes. I just go with knowing my boys measurements, read the labels and go with the size that would fit him.

Made up example...
If I were to say Kaji's foot measurement is 1 in across, and 1 inch long. Brand "X" has that labeled as M but brand "Y" is S. So really it depends.
