This is what I'm currently doing and he is 15 weeks old. He still whines of course every now and then (some days more than others) but he is getting better everyday. I think leaving a puppy locked in a room for 7 hours a day is too much...does your mom walk him at all at least once? That might help him blow off some energy during the middle of the day...
