The vet certificate is a piece of paper that has to be given to the airline in order for the pet to be flown. I have seen them before. Since you do not know this vet personally, I wouldn't put too much thought into that. Maybe the breeder is good friends with the vet, didn't tell him about the coughing, or the puppy didn't cough while at the vet's office. But all of that doesn't matter right now. What we do know is that puppy is sick, and it needs to be treated. At least this didn't happen during Christmas where it would really hard to find an open vet. Good luck with the little guy.
