Oh, I am sure there are fleas around. Yeah...I would not want to be stepping around dog poop either. Maybe you should ask the apartment managers about putting poop stations out and encouraging people to pick up their poop. Certainly would make for a more pleasant living situation.
That is a common thing around here....apartment complexes...I have even seen some subdivisions have them...stations with bags and trash containers for poop.
