C-section is something we as breeders don't want, however, when a female and a pup's is on the balance and surgery is the only alternative to save their lives.....there is no other option.
Queston, wondering why the vet didn't do an x-ray initially, that would have given the vet indication how to proceed. POP (oxytocin) shot will assist her in expelling any dead tissue and help her with the let down of milk....
