Well, you can breed them, but that certainly doesn't mean you should! It's a major defect that can cause some serious health issues. And it is generally genetic so you would only be passing that on. The fact that she would even sell the dog with full reg. speaks volumes!
I think you are wise to keep looking and kudos to you for taking your time, researching and being determined to find a ethical breeder. You will be glad you did in the long run.
