Hard to say! But he's a puppy and they have soooooooooooooo much energy that they can play until they drop and sleep again. It sounds likes he's getting plenty of exercise. Just bundle him up good and he'll toughen up! I put a 4-legged jogger with a coat on top and she doesn't get cold in mid-twenties. He's probably just wanting to be with you and not in the crate. Kacee has cried since I've had her, if she wanted something. My other yorkie would start out with tiny barks and work her way up in volume. They all do different things to get what they want, but they are so much alike in every other way it isn't even funny! You're doing fine and he'll be fine, too.

Also, I would get some special tiny treats just for training or use cheerios.
