Where/when is the itching? When did it start and when did it worsen?

Check pollen.com and see how the pollens are in your area. Are they bad? This could be clue. That said, she could be allergic to dust, human dander, etc.

If it's really becoming an issue, I'd recommend a Vet Derm - we see derms and they are just amazing with frustrating skin issues.
