It could be allergies or dry skin. A very easy to tell if it's allergies is to give her a Zyrtec (talk to your vet first) in the evening before bed. I have a dog with severe allergies (currently being treated with Atopica, allergy shots, and Zyrtec - successfully!) and I know so well how annoying/frustrating that constant itch can be.

If her itching is just due to dry skin, you can try adding some salmon oil and flax seed oil to her diet.

At this time of year, I would suspect that her itching is due to dry skin. That would make the most sense.
