Unless you know your yorkie people well, you really dont know.  | Years ago I had heard of breeders doing that same thing. I imagine that is one reason AKC starting requiring the DNA testing. There will always be cheaters that just try to beat the system. I think many unreputable breeders use registries other than AKC so they can deceive people.
