I doubt it. I looked into what it took to take Kaji to Mexico with me (before my aunt passed away). I have to apply for a puppy passport for the trip. It included health test and vaccinations that were required and he had to be a certain age to travel. When having a dog come from Mexico (not South America, that's further south
) they would have to follow US rules, not Mexican rules, when doing so on the up and up. There are rules in place going both ways.
