Gloria Shank, owner of Glosrun Kennels in Salem, said enforcement needs to be concentrated on kennels that operate without a license, so-called "backyard breeders."
"They're the ones that give the people who are legal a bad reputation," Shank said. Her facility housed between 151 and 250 dogs last year and passed two inspections with no negative scores or remarks, according to state records.

She had no negative scores at the time, but we must remember Pennsylvania had some of the most lax laws on kennel conditions at the time. I can't imagine someone not passing. The bottom line is she's a commercial breeder, and why would you want to knowing purchase from a commercial breeder? Many of us are not only concerned about obtaining healthy dogs, we actually care about the breeding conditions of the breeding dogs. Please do not buy from a breeder unless you have personally visited their home. If you do not visit the home or kennel you are condoning the suffering of millions of dogs.
