I would say yes and no....Magic is only 5lbs and she defintely has to potty more often than Sailor who is 7lbs!!! But when she wants to or we make her she can hold it for a long time...she just has a smaller bladder due to her size!!
But since he is only 13 weeks he may not know that he can hold it yet...that is somethng that he has to learn!!
