My best friend has an older puppymill rescue who had literally no idea how to play with toys until he met Levi and Levi showed him. Now Tater (her pup) will occasionally play with toys on his own, but he is usually more content curling up for a nap.
If he loves treats, you could try a Kong-type toy and let him figure out how to get the treats!
