Sometimes the shy ones just take longer to develop. Kaji at first didn't want to play with anything or anyone. A few months later, he played tag/chase with me and only me. Then he started to play with toys inside the house; again it had to be just the two of us. More time passed, and he started to play fetch with a full sized tennis ball. More time passed and he moved on to smaller squeaker balls; again, it was only inside and only played with me. Let's fast forward to almost a year later; Kaji finally plays fetch outside like his other playmates. He's not very good at it, but if taken inside my friends house and we play fetch inside, he tens to beat Missy to the ball.
Long story short, sometimes it just takes time for them to show their true selves. Not all dogs will know how to play with, or enjoy the same toys. Kaji doesn't understand the concept of tug, even though Missy tries all the time to play with him.
