My roommate's dog doesn't play with toys. He got her at 2 years old and from what the previous owners said that it was an accidental litter and the puppies were kept in the barn away from the parents, and didn't have a lot of socialization.
We assume this is why she won't play with toys, but she is now 6ish and has only recently started playing with toys - but it's still a very rare event.
Sometimes I put treats inside the toys and that really seems to get her going.
