Good for you -- reporting them! At least if something does happen, they are on record for one neglect. I reported to a grocery store manager that a dog was overheating in the car (gave description & license) out in their parking lot. He was in agreement that it was way too hot to leave a pet in a car so he announced it in an obviously disgusted tone over the PA systems. I saw the lady go out and it was all I could do to keep from saying something, but she looked at least embarassed. I thought later that maybe I should have reported it to the police so they had it on record. My only thought at the time was to get that pup out of the heat before it expired. But I always wondered if she continued the practice.
