Hugs4all4, your first pic of that poor dog made me gasp......Those people cruelty is horrendous but what is more horrendous is their absolute callous attitude towards her obvious condition, which is clearly showing her starvation from them!!
It brought tears to my eyes when you posted that you now had her in your care!....Thank you for doing that for her!.....
I also thought about those people possibly trying to get her back after you get her healthy.....I agree with ladyjane about getting some form of a statement that they are turning Rosie over to you, even if you need to fudge it a little saying you need it for the vet or to get a license for her......
