What is she going to do with the other pups? What is she going to do with the Mom? None of them should be left alone at this point.
I don't understand the significance of when you are paying for the pup. What does that have to do with any of this? Regardless of when you pay for the pup, that does not change that it is illegal for it to be "gotten rid of" before the age of 8 weeks.
